That wasp looks like the so-called "Euro-wasp" Dolichovespula media. They are a little bigger than worker Common Wasps and have narrower yellow bands on the abdomen making them look more black.
They also seem to spend a lot of time nectaring at umbellifers, like your's seems to be.
